All International Charities We Considered (2008-2009 Report)

The content we created in 2009 to report on the process used in our 2008-2009 report on international aid appears below. It does not reflect our current research process.

Scope of this report

This report seeks to identify top charities that focus on developing-world direct aid, through:

  • Health programs. (We believe this area is most promising, as discussed here.)
  • Education programs. (We believe this area is less promising, as discussed here.)
  • Economic empowerment programs: agriculture assistance, microfinance, business support, and other programs aimed directly at raising incomes. (We believe this area is less promising, as discussed here.)

What we look for

We seek charities that we can confidently recommend to individual, casual (i.e., non-professional, non-expert) donors. We feel that such charities should be:

  • Proven. Casual donors should not fund experiments; they should fund charities that can and do demonstrate their impact in terms of lives changed. More on this criterion here.
  • Cost-effective. We seek charities that provide high "bang for the buck," in terms of changing many lives (significantly) for relatively little money. Available cost-effectiveness estimates involve a great deal of uncertainty and approximation; we consider all programs within a certain range to be "highly cost-effective" and distinguish between them based on other factors.   • Scalable, i.e., able to use more funds productively. It isn't enough to identify a strong program; we seek to identify strong programs that can productively use more donor funding. As such, we do not recommend projects and programs within charities (all our recommendations apply to organizations, not sub-programs), and we do not recommend charities that show signs of being overfunded.   • Transparent. All of the information necessary to assess the three criteria above should be shared, upon request, if not publicly on the charity's website. Donors should prefer charities that they - or others like them - can personally vet and hold accountable if they so choose.

Our evaluation process

Narrowing the field

We considered over 300 charities for our 2008-2009 report on international aid. We could not conduct in-depth investigations (which generally involved speaking at length with their representatives) for all of these charities. We used the following two heuristics to narrow the field (note that these heuristics are further discussed and defended at this blog post).

Heuristic 1: Charity stands out for publishing M&E (monitoring and evaluation) reports. This is our primary way of identifying promising charities. A charity meets this criterion and receives a "Yes" under this column (see table below) if it freely publishes - on its website - substantial evidence regarding impact that (a) discusses how the impacts of projects or programs were evaluated, including what information was collected and how it was collected; (b) discusses the actual impact of the project, using measures that fit the guidelines laid out here.

A "Yes" under this column indicates a serious commitment both to transparency and to impact evaluation (which we discuss the importance of here). Any charity within the scope of this report can qualify for further investigation by conducting an impact evaluation (as we have defined it) and posting it publicly on its website.

Heuristic 2: Charity stands out for program selection. As discussed here, many program types have particularly strong evidence bases, enough to lower the burden of proof on a charity running them. A charity receives a "Yes" under this column (see table below) if it is devoted entirely to what we consider "priority programs" (details of "priority programs" available here), or if it publishes enough financial information to make it clear that 75% or more of its recent funding is devoted to what we consider "priority programs."

We believe this heuristic is less important and less indicative of a charity's likely quality than Heuristic 1. We used it with the reasoning that charities without strong commitments to transparency and evaluation - but whose programs require an unusually low degree of evaluation - might still have enough information available to give us confidence, if contacted. In practice, this did not often occur (i.e., most of our high-scoring charities pass Heuristic 1 whether or not they pass Heuristic 2). We see Heuristic 1 as a meaningful indicator of a charity's suitability; we see Heuristic 2 as a "bonus" heuristic that allowed us to do more investigation while still narrowing the field.

In-depth investigations

Charities that passed either of the heuristics detailed above were investigated further, sometimes to the point of in-depth conversations with their representatives and review of more materials. The "More information" column links to the details of how we settled on the final rating for any charity that we investigated.

These are charities we looked at, but did not consider further for one of the following reasons:

  • Scope - the charity's program was outside the scope we could cover in this report (e.g., slavery, refugees, orphans and other abandoned children) or focused on research or advocacy as opposed to direct provision of services.
  • Cannot donate - if an organization does not accept individual donations, we did not consider them further. This applied also to organizations that had existed, but no longer do or intiatives run by for-profit companies.
  • No website - if no website existed for an organization, we did not continue reviewing it. This includes organizations whose only website was non-English.
  • Too small - if a charity's previous year's expenses were less than $200,000 we did not continue further with it.
